Which refinery? And which oil are you referring to? What of agreements with the mining co? There was one changamwe refinery that was closed in 2013 because refining for ourselves is expensive than importing refined one. Nigeria is a top producer of crude oil, but 95% of the oil it consumes is imported

Actually, it would have ended a white elephant like the SGR.
The cost of setting up and operating a refinery isn't justified by our consumption. Even the whole of EA.

Nigeria with it's local production and huge market may be better placed to set up one.
