The current government structure is such that cabinet secretaries are not political, and CS's serve at the president's pleasure, so I think it's possible say to give rao a cabinet position and relieve matiangi of his supervisory role and give it to him.
Eitherway ours is not a parliamentary system, I don't think coalitions come into play.

My reading of that excerpt from the newspaper tells me that he certainly did not resign. He was terminated from employment. I may be wrong. Resignation from employment emanates from the employee, not the employer.

Oh, yes it is! And a plain reading of the excerpt shows that the person being fired was insubordinate.

HOWEVER, in Kenya, there is a procedure that MUST be followed before you can terminate the employment contract. You don't just fire a person. Where that procedure is not followed, the termination of employment is UNLAWFUL - regardless of how justifiable it was.
