You do realise that you must among other factors:

a) owe someone or institution money
b) be unable to pay them
c) have no prospects of ever paying them

Not every Kenyan is in this situation and as such what you are proposing is not applicable to everybody. Furthermore the Court must judge each case by its peculiar facts.
