That's the problem with our gover. Not supporting inventors. Huku nje governments are realizing that to win the war against covid 19 inventors must be supported. Yesterday in Ohio, USA there was an inventor who got endorsement from Whitehouse and an okay from FDA for to roll out his technology that can sterelize the masks for recycling.
We have young IT savvy guys. These ones would have been assisted to develop phone apps and everyone coming into the country is made to download and install into their phones. Self quarantine would then have been monitored easily since gover would see the movements of a person under quarantine and immediately know who violates e.g. the kilifi deputy governor
