He was chased by UhuRuto.
Raila was at the airport to assist him come in
He was told to apply for visa which he refused.
But he seems to have convinced many that it's Raila who is behind his troubles.
The biggest enemy of miguna is his ego

Okiya are you listening to yourself? Applying for a visa would have automatically made him a foreigner, only his enemy will advise him to do that but Miguna was too smart and saw through it. Also you forget Visa's are subject to approval and the governement had full discretion to either grant or deny him the visa. By applying for a visa Miguna's enemies would have achieved two critical goals;
1. He admits on his own accord that he's a foreigner. This will be a permanent political death for him.
2. The government would have deported him legally by simply denying him the Visa.

A courtesy visa is more useless than a normal one, it just means the government can dictate your movement in the country....plus as if has been mentioned, it would still be an admission that he is a foreigner....it is the government that illegally detained and destroyed his kenyan passport, and they should replace it with no conditions whatsoever.

You also forget that airlines have been ordered not to carry him into kenya...so how was he to arrive anyway?
