Even officials taking out loans in the name of farmers illegally.

But then if kila farmer akiwekewa yake directly few will pay their co-op debts incurred through centrally procured inputs, pulping and drying charges. Societies will collapse and production will drop. If some farmers leave it will be very expensive to the remaining farmers due to lost economies of scale.
Embezzlers need to be jailed.
Trying shortcuts to sidestep corruption is like trying to cure loose stool by plugging the anal orifice with a maize cob.
