That's a self-defeatist arguement, she should have told us what action she is taking against corruption in her ministry, instead of giving them implicit approval, saa hii ukienda Kwa registry you are ready to part with something since its already condoned from the highest level as part and parcel of the operational costs.

Do you guys know the price of chuma changes every week, eg D16- now costs 2200 yet in December it was 1850. Could partly explain the cost variations. However I personally think the expressway was unnecessary. Should just have built extra lanes and built more new roads and expanded others.

That's not how these projects purchase their parts. They contract at a certain quantity at a certain price point, call it hedging. I go to Bamburi cement and say I want a million bags of cement supplied over a year at x amount. If Bamburi find a way of doing it cheaper than x amount, good for them. If it's more than x amount, do not pass on that cost to me.
