A little wisdom and pragmatism goes a long way in handling tricky situations such as these cartels.

Threatening to liquidate and exterminate People because they are playing the system is a PR disaster. Courts and due process deal with such miscreants.

Their is something curious I have seen with some Kenyans especially those that use to feed/benefit from the state largesse, especially those previously attached to kibichos office. They're a bitter lot and wish ill for the republic, since their pet project failed.
Let's just remember that governments/regimes come and go, but the republic of Kenya still remains. Rubbing your hand in glee over real and imaginary failures/misembarkements/mishaps/mismanagement of the republic and it's resources, is self loathing and foolish since we are all in the same boat, it's success is our success, it's failure is our failure, by saying that I am not negating your inalienable rights to express dissatisfaction with the government in power.
Also slandering your kinsmen calling them 'tugeges' for refusing to kowtow to your former benefactor(s) choice is demeaning and undemocratic, that has the rest of the nation laughing at you and your folks.
