A newly employed government officer stays without a salary for a period between 3-6 months during normal times and it's common knowledge.

Go bring me an article within the Labour Act that supports the nonsense your spewing here. Probation period after you have been hired is not 'industrial attachment' and just because that is what has been going on it doesn't mean it's the right thing. Just lethargy and pure incompetence.

It is very normal, I think,3 or 4 years ago some D- trainees were arraigned in court after it was found that they had used fake certificates.
On CSs or ministers as you are calling them, those are state officers and not Civil servants learn to differentiate between the two, their vetting is very public (parliament). Never seen a call for applications for those positions unlike the one for civil servants.
