It isn't protocol just necessity, since it takes time to issue you with a personnel number, while the HR department confirms your submitted credentials.
That is what takes six months? Isnt it a sign of bigger problems if such a simple and straight forward task takes that long

You got it all warped, the correct procedure is that you are offered a job and then confirmed later, this shows you know zilch about what you think you can do in a month.
So let me get this straight, the doctors who have not yet been paid like the one above was working but had not been confirmed yet? What happens when you work for that long and they dont confirm you?
Normally what I know is that there is a probation period of about three to six months during which one is entitled a salary whether they confirm you or not ama the gavament is not legally entitled to pay anybody their dues on time?

It is very normal, I think,3 or 4 years ago some D- trainees were arraigned in court after it was found that they had used fake certificates.
On CSs or ministers as you are calling them, those are state officers and not Civil servants learn to differentiate between the two, their vetting is very public (parliament). Never seen a call for applications for those positions unlike the one for civil servants.
