Every corruption case, just like any case, turns up its own facts and certainties. You have to try and judge it on its individual uniqueness. No generalisation otherwise you bring about miscarriage of justice.
And by the way, a very polite question: what makes you happy @The.Black.Templar? I have seen you downplay concluded cases of corruption where culprits have been sanctioned dismissing them as “small fish”!
