which kifua? They explained the use but political noise was too much that citizens were poisoned to believe government is doing something sinister, they had to resort to empty threats but damage was already done. Having one document instead of many is very beneficial but our problem is politicization of issues just like mau forest where folks were told trees doesn't contribute to rainfall and most of us believed it.
