Banks, saccos and micro-finance lenders now face a fine of Sh2 million for every defaulter they deny loans to for being listed negatively with the country’s credit reference bureaus (CRBs)

Very difficult to enforce, there are many reasons financial institutions can cite for an individual not being credit worthy, you cannot force a financial institution to take financial risk by giving out loans to risky customers, unless the government will pay off the debts of the defaulters nobody will be willing to give out money
