Most of the times governments do not tell their citizens what they are doing about certain foreign because they would be showing their hand to the enemy. And because you're seeing only some of the outcomes, you lack enough data to conclude that the government is mishandling the situation or not.

The status of the medical profession of the 1918 cannot be compared with the 2020 one. Such an analysis is a wee bit misleading
 
That is not true but i have no proof just like you don't. In fact my feeling is the government has even made some very unpopular decisions to keep the virus away.
It took some pushing to make those decisions and they are not unpopular unless popularity is based on few minorities who value kickbacks
