No and you have twisted what I said. Why zero in on the.executive and fail to mention the mp. I said they lobby for some projects. Not all projects.

Government departments...serikali si executive pekee. The MPs lobby those responsible for putting Infor on the minister's table for approval or those responsible for putting papers into meetings that approve such....undersecretaries,heads of departments etc.
The real sneaky ones even have messengers and tea makers in some crucial departments on pay to be able to know what's going on... Halafu unajua despite everything,serkal bado ni analog,they still got messengers.

Sanitising Politics Start at the elections, we can't have clean politics yet the two front runners have no known careers outside being politicians and have made Billions from it.
That's why I am advocating for a clean start, Reuben Kigame is the name of the sanitizer of Kenyan politics.

The point remains that the project has to be approved by the ministers.

My reason for wondering out loud about this is because that system is what has the country consistently in ethnic politics. That is why you have Junet saying serikali itakuwa yao sasa.

That talk about getting positions only serves the political class. It produces very little divided for the population.

not the general public but look on it from trickle down effects, all parastatals under the cs or ps will have the cs tribe mates as the majority employees, including board members, tenders will be majority awarded inside, those folks will invest in their areas in the name of constructions etc, giving jobs to local.
Am sure if you walk to dps office even the cleaners you'll tell their tribes.
Also as said above, those cs will lobby for government projects to be skewed to their areas.
ideally it shouldn't be so but we're africans anf Africa is our business.
Those positions help in the long run especially for the woke.
