What the govt should do is create a friendly regime for investors to tap into this market. Like if I can be licenced at a cost below the several millions currently needed, I can offer affordable internet in my neighborhood. Free things never work out. If what you are using for the internet can't pay for the monthly subscription, then it is not worth it. And you want to tell me 38bn can provide free 1mbps for say 1mn people??
The 38bn can be more useful and have a greater impact if it is channeled towards things like food security and health.
