And this criminal organisation was never meant to protect common mwananchi. It is a tool to beat and kill mwananchi into submission as witnessed various times.

You can't reform what was rotten to begin with...

You can change people. That's why we jail people with an intention of changing their behaviour. If you made a sustained cultural change effort in KPS, you can have a completely transformed service within a few years.

You cannot change people who do not want to change. How are you going to change someone who wants to keep bribes flowing? This is why you have repeat offenders, many committing the same crimes that took them to prison in the first place.

If anything, violence against poor people is still an issue in a police service that was supposed to have reformed by now. What makes you think the legacy of idiocy and brutality of the kenya police force will be dealt with while having the same crop of people as the police?
