By sending them to boarding school, you are partly outsourcing your responsibility. Why then do you want to dictate how violations are handled?

Because in outsourcing those responsibilities I expect some measure of reason in how violations are handled. The fact that the boy should not have it in school is irrelevant. The phone could have been confiscated,the boy suspended etc. But to take someone's property and break it like that is an offence.
