This is how Asians exploit their mineral resources without the need of capital intensive technology.

All over African former colonies, there are laws to stop this type of mining, such that mining can only be done by foreign big money companies that end up taking everything and locals only benefit by providing cheap labour.

 
Those systems that were put in place by colonialist as they left are still alive and working and are maintained in place by African elites
