Watu are assessed by their past performance, not what they will do after Aug 2022. Hata wewe your CV includes what you have done, not what you are doing to today or what you will do after Aug 2022. So picha nitaweka za ile kazi Uhuru amefanya since 2013 mpaka leo mpende msipende. Picha za maendeleo ya Uhuru mtameza kama dawa mpende msipende.

A white elephant is something like the DeePees mansion hapo karen where instead of the facility being used to serve the public, its used as personal property to pursue personal interests, and thus the investment ends up being useless to the tax payer. i.e a project where the govt spends millions/billions but has zero benefit to the tax payer.

A stalled project like arroooor where the money was stolen can also be classified as one of the "50 shades of a white elephant" because we tax payers pumped 22B and there is nothing to show for it. So Mdvd is right, the spectrum of white elephants is wide. Though its more a ghost white elephant.
