Anyone can mount and have the CAT 6 in a conduit ,but how the cable is terminated and how the camera and NVR is configured requires some experience .But anyone with interest can do it at home with one or two cameras.

Plus that is not an everyday work.Laying and terminating of cables is done once save for the fixes that comes long after such projects are done.In this era of wifi and cloud computing,the cabling is taking a backstage.
I see our network engineer more focused on switches,routers and such.So they can also comfortably work from home
