Covid control measures.

Is it that crowding happens because it’s the CBD or because of the matatu culture and just how people operate; for example, if the bus stop goes to ngara, are we saying there won’t be crowding at ngara? Or there wont be crowding in the CBD , are we looking to resolve crowding in general or only at the CBD...sjaelewa your statement.

One possible way to reduce congestion is to encourage staggered working hours in the formal sector. Workers could be encouraged to start work as early as 5 am whenever possible. This will allow such workers to leave early.

Shortage.
PSV is private biz in Kenya and capitalism deploys resources where there's minimal risk of disruption and highest rate of return, e.g. say it's 6pm and by your own estimation uone you'll not make it to town and back before curfew, will you as a matatu driver bother with that drive from Kikuyu to town hata kama unaambiwa wadhii wamejaa stage?

A lot of our infrastructure is planned as though matatus are an afterthought. A nuisance. I came across an online discussion that seemed to infer that as a result of this PSVs operate at below 20% efficiency.

GoK is the most resistant to that idea.

Why? I would like to know their views.
Civil servants should start offering services from 5Pm and work in shifts as an example . Currently they report at 10 am take an hour to take tea , work for one hour then break for lunch ( go out to check their side hustles ) and come back at 2:30pm to discuss the best route home .Ikifika 3:30 pm anachukua koti and off .

That's the trouble of having non coherent strategy. Kwani where are performance measurements? Kwani senior bosses don't receive performance reports? If they do, what are they doing about it?

Kwa mhindi, every request for goods or services is logged. You only have some limited time to act before it gets escalated to your team leader. Kama hajibu inaenda kwa boss. All these performance metrics are visible to the client.

Mass transit cannot be a business, even in the uber capitalist societies like US and UK public transport remains a government function. It was therefore ridiculous for the government to privatise it knowing that it has never been a profitable business anywhere in the world!

Unfortunately things don't work that way this part of the world . Ask yourself why traffic police collect bribes all day as matatus and private vehicles break the laws and their bosses know about this for years .
Example
There is an authority inaitwa MSEA , and Munya installed a CEO from his ex county govt team , the guy milked the authority to almost it's collapse .Almost all civil servants who worked under the CEO complained officially but nothing was done .The civil servants moved to other ministries .Infact World Bank almost cancelled a project (KYEOP) that was under that authority .

Haki ni chida sana huko! I loaned a guy some money, he delivered some goods to a county government and has never been paid! How do they account for that LPO? Why would anyone start a project without a financial plan (budget)?
