Where else do you source funds other than from taxes and debt? If they are not going to borrow, what do they tax more to service interest?
The government has money, if well planned and reduction of unnecessary expenditure done, i doubt the country should struggle as much as they are making it sound. Mtaani pia make shops ,hardware and supermarkets don't give a fiscal receipt so most probably they remit little or no taxes .

If the government had money we would not be running a near 1 Trillion budget deficit.
