But those paid to direct the mortocades why didn't they get it right? I passed around that place, it's literally full of senior cops asking everyone in a car where they're going and directing them accordingly.

Perhaps it was lack of clear instructions earlier to them on where to direct raos mortocade .cops were all round from parliament round about, city hall ,harambee etc, could have been very easy not to misdirect.
I highly doubt his driver could have ignored directions from the cops
