I heard they tamper with mileage and since the inspection is done locally by KEBS there's really no way to tell what could be wrong with the carWay back in 2006/7 I imported a Volvo from there. Never had any issues. Actually I was impressed. The car had just over 30k mileage.The only difference is that it got shipped in a container with 4 other cars and I remember it cost a little more than I had anticipated as result.
By time of importation the car was slightly less than 4 years old so I found the 33k plausible. It also had leather seats that were not worn or scuffed.
