As usual bonoboz jump into conclusions without facts. USAID was not following the right procedure for gava-to-gava transactions. They were even using black-listed thrid parties to clear goods (what that means is that the third parties could create tax holes which they could use to import tax-free stuff and claim it belongs to USAID, for example).
