Later audits on these houses will reveal lots of misdeeds; people with multiple units, people who bought to sell, people who bought to rent out, and people who bought the houses to launder money through buying and selling. Maybe we need a public register of all beneficiaries for citizens to help us unearth mischief.

A project like SGR should have gone through competitive bidding by private developers awarding the best proposal, years later we would be talking of SGR delivering goods to landlocked eastern and central Africa and making profits, completed within budget.
