They both have their advantages. A phone Is always available for those adhoc photo shoots....a camera is good for professional photography that requires specialised equipments like various lenses.

Megapixel is just the size of the image. And a higher mp camera is only useful to maintain detail when you crop a photo.
Good quality photo is Dependant on the focal length, lens quality, Distance , Lighting, Aperture and so on.
