Britain is a sovereign nation, Kitui county on the other hand is unit of administration, a semi-autonomous region that does not enjoy anything close to sovereignity.

Banning consumption in one county should not translate to banning transportation through the county, that exposes producers, traders and consumers of the product to higher costs of doing business which hurts the residents of other counties which defeats the purpose of devolution which created the counties, that is a discussion they should have over at the Council of Governors not singing about higher CRA allocations.

Those roads exist to serve every county, there shouldnt be any limitations except those instituted by parliament through legislation, if memory serves charcoal traders too faced similar problems in 2018 which caused prices to skyrocket hurting ordinary Kenyans, it is a zerosum game.
