This is the outcome when traffic officers concentrate on minting money for their bosses rather than enforcing traffic laws. If drivers are forced to follow traffic rules from the first day they venture on our roads, it becomes an automatic behavior, the same way one continues to use the indicator even when driving on bush roads alone. I always find this way of thinking rather convoluted, to be polite. WHY IN GOD'S NAME SHOULD RIGHT-THINKING ADULTS BE POLICED TO SAVE THEIR LIVES?

The traffic police department has failed in one of its key mandates, which is to enforce traffic laws, rules, and regulations. Driver's who break traffic laws weigh the risk in terms of the few hundred shillings they need to bribe their way out. Restoring road safety in this country is as simple as creating a consistent culture where transgressions attract automatic sanctions without exception. We have a classic anecdotal of what happens when laws are applied as they should. There was this traffic police woman who used to operate in Donholm. She had been nicknamed Bensouda because in her watch, any violation of traffic rules would automatically land the violator in court without exception. If you ever encountered a long queue of vehicles with zero overlapping, you automatically knew the lady was around. When replaced with someone else, one could easily tell from the overlapping matatus.
What am I trying to say? If the traffic police did their work as the law requires, the citizens will be conditioned accordingly such that with time, breaking the law becomes the exception rather than the norm. New drivers will learn from older drivers and the positive culture will be maintained throughout. The opposite is also true. Actually, most people learn bad driving habits long before they go to driving school just by observing matatu drivers drive.
