Of course. Lack of intelligence is what would point one at criminality as a way out of his situation. Intelligent people on the other hand have the capability of thinking through their situation and charting the best way forward. You are confusing intelligence with morality, those two concepts are not the same. And morality is relative, what is considered criminal in one society is considered heroic in another. And not all criminality occurs due to lack of intelligence.

And you are confussing inteligence with cunningness. Morality is relative and so is intelligence. In Kikuyu culture of today, an intelligent man is he who steals with abandon given an opportunity. Try that in English culture and you could as well be the most stupid and useless dog shit coz utashikwa upelekwe kuchunishwa.
