I don't think so. Hustler fund was quite easy to do because it was just reallocating some few billions within a ministry for the first tranche. The second and third tranche will need the supplementary budget and parliamentary approval.

Hii ya Helb will need to go through parliament juu it is being turned in NSFC where the allocation is going up to 22B and no interest. It will combine a variety of funds into one.
