Having worked in rural Kenya I noticed a funny thing, some of the colonial roads with about 2 inches of tarmac still exists although in patches that badly needed repairs and covered with marrum.
We then have KERRA, the agency in charge of rural roads, they are quite adept at issuing contracts for marruming rural roads each year or two after the rains have swept away the previous marrum.
Why can't they do what, the colonial powers used to do, tarmac the damn roads once and for all? Instead of doing the same thing over and over again.
