Any driving school that teaches Learners driving at 2am in the morning ?
Let me clearly say this
It's high time Trafic Dept, NTSA and Traffic Inspection section are all disbanded! We pedestrians, cyclists,drivers etc etc etc seat together and decided how our roads can be managed and regulated. We sow what the army did in Nairobi County . Can the army with Parliament approval assist ?

No ! hawa Manama wanakula, wanalala ,wanalipwa while idling in the barracks waiting for external aggressions !
Internal national issues which the police forces are unable to deal with can be sorted out by the army. Actually kenya army can deal with traffic issues within a week !

I remember when Pres Uhuru engaged the military to do some civil works in the City the people you voted for went to the market with the story that he was militarizing the country.

What was the first issue that the Nairobi governor on a UDA ticket try to raise, once he got into office? Don't try to mention the army and/or anything to do with that.

We can can seat and sow all we want.
