If we were dealing with honest people - where the extra money is actually going into programs to pull the poor out of poverty and illiteracy - then we could be expecting to see some changes in 15/20 years.
Kwanza NE Kenya kulikuwa na shida ya down kenya teachers and other civil servants kuuliwa until TSC pulled out its staff it was when we heard some half-hearted condemnations. How do the children of the poor in those communities learn without teachers?

My bratha, nimejaribu ku-raise these issues hapa - online forums - naitwa tribalist. You have given a very good example. Same case with rustling in northern Kenya (is the gavament expected to man-mark every cattle-rustling warrior?), HIV in Nyanza and alcoholism in Central. UNLESS LOCAL COMMUNITIES TAKE CHARGE VERY LITTLE CAN HAPPEN. But ukiambia watu even such a benign thing as 'security begins with you' they burn down the house.

We have a problem.............
