Of course, they do. It's just either (1) Expeditious to take the bribe since they won't be in power long, and they want to get rich fast and or (2) Too much a hustle/too dangerous to oppose the cartels in place.

Try telling those war mongering cannibals in DRC that they can't exploit the resources and watch your ass get barbequed.
