Same as to what your virtual brother has explained. Man is inherently evil and the only time he can desist from sinning is when the consequences of his sins are too painful to bear.

Punishment has its place in the society. I was not discussing or law enforcement. I was saying we are a country of thieves that needs a culture change. We glorify thieves and elect them into office. A recent survey found that more 50% of the youth would engage in corruption if they had an opportunity. Those are the same people we hire.

Every country is a country of thieves, there is absolutely nothing special about Kenya.
