Agriculture as a devolved function needs to be reviewed. "Why Clemens? You ask?" Well for starters it's grossly underfunded, those guys you elect as MCAs, do not value agriculture in these devolved units.
Secondly Pre-2010 was the last time agricultural extension Officers were employed in most counties, and most have or are retiring in the next 3 years, there is an acute shortage of the personnel who run the critical sector. With the exception of Turkana county where additional staff were hired, the rest of the counties employed subcounty, ward and village administrators(I stand to be corrected on this).
Way forward: the critical sectors of health and agriculture should be a shared function where staffing and payroll should be the responsibility of the national government, while the county deals with deployment.
