not sure about the exact legal aspect, but I believe for provision of such communication services locally there would need to be a local entity, kind of like the way dstv and other satellite providers operate.Don`t think local regulations call for such.

From a regulatory point they can ask whichever local entity that will have been licensed to stop operations, but it can get ugly quickly especially for governments that would want to control the internet, once you allow the guys in thats it.
