The part on local partners, why would they need one if its dependent on line of sight with the satellites in space? Like GPS

I think that is more to do with local regulations, this thing if it works well can prove to be a game changer, if low earth orbit sorts the latency issue I think there will be major disruptions, something like the way posta or was it telkom crumbled when mobile phone technology came knocking.

From a technical perspective CAK can not shut it down, and with that kind of constellation I would not be surprised if Musk has slapped some AI on top of it, some self controlling self learning constellation that can survive war and any physical attack (now that is conspiracy).

From a regulatory point they can ask whichever local entity that will have been licensed to stop operations, but it can get ugly quickly especially for governments that would want to control the internet, once you allow the guys in thats it.
