this was my first time attempting long exposure photography as a beginner, a few months ago, on the streets.
after several experiments with different settings on camera, this was the best i came up with. But whenever i get time i try to improve from here.

exposure time 8 seconds.

What was your ISO set to? Get it a little higher and I think with a slightly longer exposure you would have gotten the lit up better as well.
Good job though.

Beautiful!

It would be interesting to compare that with one taken perpendicular to the road or at an angle.

the ISO needed to be at ISO 1000 working with F10

Why F10 in such low light? Shouldnt you maximise the opening and get as much light in as possible?

F10 to f16 creates a 'star bust' effect with some sources of light, which i like. for example with the the light on top of the building on the upper left side of the photo, between some trees.
