Kenya's bid to host the 2023 Rugby World Cup qualifiers (RWCQ) was snubbed after it was announced that France will host the competition. This will be the first time in the history of African rugby that the Rugby Africa Cup will be held outside Africa.

The move angered not only Kenyans but Africans as a whole with many questioning the transparency of Rugby Afrique, the continental governing body in charge of organising Rugby tournaments for its 39 members.

Kenya and Zimbabwe had put in bids which the continental body described as "strong", but it decided to award the hosting rights to France.

Can't African Rugby Unions boycott the qualifiers?
seems nothing much can be done, since its something that was decided last year September.
maybe now its been raised again, it will get more attention.

The continent has also shown it has the capacity to host major international events in the past, including the 1995 Rugby World Cup and 2010 Fifa World Cup in South Africa and a World Under-20 Athletics Championships.

Fans across the continent moved their campaign online with a petition set up in the hope that it can influence Rugby Africa's decision, but the page has only garnered 1,387 signatures in five months.

But in its statement, Rugby Africa said that African rugby needs more exposure and that Rugby Africa and France 2023—the two organizers of the 2022 Rugby Africa Cup—will work to create “unprecedented exposure” for the sport in the continent in media globally. Currently, it added, Rugby Africa competitions have “a “limited reach even within Africa where the market remains fragmented and it’s difficult to reach the continent outside of the immediate sub-region where a tournament is being hosted.”
