Why nobody can give Itumbi receipts.

To buy the fertilizer you have to be registered through your mobile phone. You then apply for the number of bags you are interested in and where you'd like to pick your fertilizer if approved. You get a message on your phone informing you if your application is approved (last week they were getting approval for half the bags applied coz of rationing) and what to pay. You pay via e-citizen and get a message on phone which you go with to NCPB and you get your bags. No papers to take home. That is why nobody can give Itumbi receipts and he knows it.
