They are heavily dependent in the national govt sending money on time....so ultimately it still comes back full circle why the NG does jot support the county govt to mitigate such disasters by providing cushioning funds over and above what is normally providedBut what do the county governments in those areas do to improve the lives of the citizens ?
I am not govt apologist but truth be told most counties affected by the drought have mismanaged a big chunk of the money they get whether ime chelewa or not.
