2013-2017, Uhuru was just done with the ICC and was seeking re-election. Alot of Governors, County Speakers, MPs, MCA's (though most were kicked out in the last election), government agencies eg NYS, went on a looting spree. Awarding contracts to proxies. The chicken have come home to roost. I remember telling someone, we'll see a different Uhuru after re-election. That's what the DCI is using to hold the these people by the balls if they don't tow the line. Waititu was used an example.
It's an open secret all the Governors looted through proxies, from Joho to Ojaamong. And they are pissing their pants. DCI (read Uhuru) can re-visit any time. The paper trail is there and the investments made from the looted monies can be easily traced and seized.
