Fuliza is a service provided by NCBA through Safaricom. Otherwise, lending services such as Tala etc are in court over the 20% tax.

That can also be attacked from the angle of abuse of dominant market position by safaricom. It's uncompetitive because no one else can offer a similar product through mobile money because of safaricom dominance. This exposes customers to predatory lending. Businesses use all loopholes they can to avoid tax, NCBA is not an exception.

Except NCBA is partly owned by the president's family. I don't know of any other product or business that has received tax waivers including being exluded from excise duty without a valid reason.
