If I were the county government, I would employ building professionals, even if on contract terms, to offer some services for free or at heavily subsidized rates. There are hundreds of idle professionals who could offer services at prices investors would be comfortable with but the current arrangements prevent that from happening, hence investors' tendency to avoid building experts as much as possible. If people could get used to consulting county employed professionals even for simple structures, a new culture would take shape and building standards would improve overall. Many standing building only do so by fluke.

Developers are in the habit of engaging professionals only up to the point of Local Authority approvals.
They save a little cash on site meetings, and inspections, disbursements for drawings and other formalities.
Once the drawings are stamped by the Planning Department @Mongrel checks in with his 'equipments'...it's all downhill from there.
Some guy went to a welder to design and build a steel platform for a huge water tank.
A CSR project.
On the day of the unveiling, when the sponsors have come to drink the first sip, the tower collapsed..killing a poor sheppart.

Of they work like the existing team at kanjo, then this will be ineffective.
The reason we do things kienyenji is because the "approvals" are just another tiring and costly affair, with bribes demanded at every stage.
And even after that, the guys will still come.to.your site and eat more. My solution is simple.
1) EBK be the sole body that does approvals and supervision of building projects.
2) Kanjo does away with unreasonable requirements as pertains to percentage area that you can build. Their role be limited to providing guidelines to EBK
