Its by design. Btw its very hard to teach an old dog new tricks, very easy to relapse to default settings. The weakest point is the civil service.

It amazes me how we almost never have new schools being built. Nikienda mtaa that I grew up in, the same number of kanjo schools ndio bado ziko yet population imegrow. Slowly by slowly the educational sector just like health, is becoming more of a private affair. Dangerous if you ask me.

We could borrow a leaf from Egypt and have the central government build schools especially for underserved areas. The rural model of "harambee schools" is not suitable for areas where land is too expensive or the community is poor. The CDF kitty is not working because the Mpigs use it whip up their supporters. CDF money is not distributed fairly. This brings up the biggest elephant in the room, corruption.

I think he meant all expenses in general tu, some schools required one to even buy mattresses, books ,uniforms etc then you add fees, it may not reach 100k but I believe he wanted to amplify how it's expensive for poor folks who fail to report or switch to local schools.

Been there done that. My folks could not afford expensive schools. I ended up going to a school far away at a fraction of the cost.

the community is poor.
The community can never be poor, I was once invited to a fundraising for the secondary school fees for a student whose dad is a proud owner of over 60 heads of cattle.
Selling a cow/bull to educate his own kid is something that he would never do, he is too poor.
