No one can say how many cases there will be in june, what if they start mass testing like 10k daily, or dial down to 1k per day.

Can't really blame the bar owners though, the government has all along been reaping from them by having them pay for bar and restaurant permits.
So now they are taking full advantage at the re opening of the restaurant part which they had all along been paying for.
