I think it's because they(bar owners, workers, etc) need to eat and meet other basic needs but they can't work from home. It doesn't make sense to fully close while other businesses where the risk of exposure and spreading is higher continue operating, eg matatus, markets, etc. The only thing that can be effective is total lockdown, but is it feasible in Kenya?
