We can only blame the drivers of the vehicles, residents and the local authorities, common sense dictates that you can't take a car heavier than a pickup to a cobblestone street. In the hood of my birth cobblestone streets are still intact four years down the line, due to a vigilant neighborhood association, if you have a canter, you can only pack it when empty.
