The guy is a shrewd businessman. He's doing this knowing well it would get the UK authorities off his bacon, but has no intention of seeing it to conclusion.

Or alternatively, it could mean he knows Putin is planning something mad, so he'd better cash out than lose his investments.

Shrewd man he is, selling when the club's value is at it's peak with the assurance that another owner will most likely fail terribly at maintaining the high success rate. He will then buy it back at a discount once the war has been wrapped up and come back as if he never left.

In fact, they do.
They see great potential returns with the game's global popularity. That's why Tottenham stadium has now hosted an NFL game and some consortiums were suggesting having some EPL games played in the US. Not only that, due to they craving for ad money, there was that weird suggestion to have a game of three thirds each 30 minutes and two breaks with adverts being capitalised.

And it doesn't stop there, Amazon already is bidding billions of bucks to get the rights to stream European football and the series 'All or Nothing' is part of the early stages.

Perhaps the only good news is that Europeans are a stubborn lot who don't want the game to lose its soul and even name to 'soccer'
